They are using a portal, a phpBB MOD. You can find portal MODs in the MOD Database @phpBB.com.

The inherit setting in the template.cfg file was probably later added and not set in the database.
(Once you've installed a style, the data grabbed from the *.cfg files will not updated in the database if you change it)

The Styles for phpBB 3.0.5 and lower are now available in the Styles Archive . They are not showed in the regular Styles Database because they are incompatible with the latest release of phpBB; phpBB 3.0.6. You can still view older Styles in the Styles Demo by adding the parameter ...
